Soci\u00e1ln\u00ed bydlen\u00ed je poskytov\u00e1no za specifick\u00fdch smluvn\u00edch podm\u00ednek n\u00e1jmu a v&nbsp;souladu s ur\u010dit\u00fdmi principy. Soci\u00e1ln\u00ed bydlen\u00ed je na m\u00edstn\u00ed \u00farovni poskytov\u00e1no v\u017edy formou bydlen\u00ed v&nbsp; bytech, p\u0159i\u010dem\u017e m\u016f\u017ee b\u00fdt propojeno na soci\u00e1ln\u00ed slu\u017eby.&nbsp;<a href=\"http:\/\/www.socialnibydleni.mpsv.cz\/cs\/co-je-socialni-bydleni\">Zdroj<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O p\u0159id\u011blen\u00ed bytu rozhoduje rada m\u011bsta. Velk\u00e1 \u010d\u00e1st dob\u0159\u00ed\u0161sk\u00fdch m\u011bstsk\u00fdch byt\u016f je p\u0159id\u011blov\u00e1na na z\u00e1klad\u011b doporu\u010den\u00ed Soci\u00e1ln\u00edho odboru M\u011bU, kter\u00fd zohled\u0148uje aktu\u00e1ln\u00ed nal\u00e9havost a pot\u0159ebnost konkr\u00e9tn\u00edho \u017eadatele. Zde vedou <em>po\u0159adn\u00edk <\/em>\u017eadatel\u016f, i kdy\u017e je to vzhledem k r\u016fzn\u00fdm jejich po\u017eadavk\u016fm sp\u00ed\u0161e seznam. Pokud se n\u011bjak\u00fd byt uvoln\u00ed, ov\u011b\u0159\u00ed jeho vhodnost dle po\u017eadavk\u016f \u017eadatel\u016f. Jin\u00e9 po\u017eadavky m\u00e1 babi\u010dka, jin\u00e9 matka s\u00a03 d\u011btmi a jin\u00e9 voz\u00ed\u010dk\u00e1\u0159. K dubnu 2022 obsahovala evidence 37 \u017eadatel\u016f, co p\u0159edstavuje celkem 65 osob. Nejmlad\u0161\u00ed 21 let, nejstar\u0161\u00ed 97! Pouze \u010d\u00e1st z\u00a0nich najde od kv\u011btna sv\u016fj domov v\u00a0zrekonstruovan\u00e9 ubytovn\u011b na V\u011btrn\u00edku, ostatn\u00ed z\u016fstanou \u010dekateli.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Obec m\u00e1 povinnost <em>&#8222;zajistit bydlen\u00ed&#8220;<\/em> sv\u00fdm ob\u010dan\u016fm.<\/p>\n\n\n\n<p class=\"has-purple-background-color has-background has-small-font-size wp-block-paragraph\">Do samostatn\u00e9 p\u016fsobnosti obce pat\u0159\u00ed zejm\u00e9na z\u00e1le\u017eitosti uveden\u00e9 v \u00a7 84, 85 a 102, s v\u00fdjimkou vyd\u00e1v\u00e1n\u00ed na\u0159\u00edzen\u00ed obce. Obec v samostatn\u00e9 p\u016fsobnosti ve sv\u00e9m \u00fazemn\u00edm obvodu d\u00e1le pe\u010duje v souladu s m\u00edstn\u00edmi p\u0159edpoklady a s m\u00edstn\u00edmi zvyklostmi o vytv\u00e1\u0159en\u00ed podm\u00ednek pro rozvoj soci\u00e1ln\u00ed p\u00e9\u010de a pro uspokojov\u00e1n\u00ed pot\u0159eb sv\u00fdch ob\u010dan\u016f. Jde p\u0159edev\u0161\u00edm o <strong>uspokojov\u00e1n\u00ed pot\u0159eby&nbsp;bydlen\u00ed<\/strong>, ochrany a rozvoje zdrav\u00ed, dopravy a spoj\u016f, pot\u0159eby informac\u00ed, v\u00fdchovy a vzd\u011bl\u00e1v\u00e1n\u00ed, celkov\u00e9ho kulturn\u00edho rozvoje a ochrany ve\u0159ejn\u00e9ho po\u0159\u00e1dku. M\u011bsta se v&nbsp;nab\u00eddce byt\u016f velmi li\u0161\u00ed. P\u0159itom vlastnictv\u00ed m\u011bstsk\u00fdch byt\u016f je nezbytn\u00fdm p\u0159edpokladem, aby m\u011bsto mohlo ob\u010dan\u016fm ve slo\u017eit\u00e9 \u017eivotn\u00ed situaci ubytov\u00e1n\u00ed zajistit. Nav\u00edc obecn\u00ed byty pom\u00e1haj\u00ed zajistit v&nbsp;obci chyb\u011bj\u00edc\u00ed slu\u017eby, kdy\u017e jsou nab\u00edzeny nap\u0159. u\u010ditel\u016fm \u010di l\u00e9ka\u0159\u016fm. To ale nen\u00ed p\u0159\u00edpad Dob\u0159\u00ed\u0161e. U\u010ditel\u00e9 \u010di l\u00e9ka\u0159i si bydlen\u00ed najdou sami, nab\u00eddka st\u00e1le existuje a jedn\u00e1 se p\u0159edev\u0161\u00edm o cen\u011b. Pravidla pro p\u0159id\u011blov\u00e1n\u00ed m\u011bstsk\u00fdch byt\u016f v&nbsp;Dob\u0159\u00ed\u0161i definuje <a href=\"https:\/\/www.mestodobris.cz\/smernice-c-2-2020-o-pravidlech-pri-pronajmu-bytu-ve-vlastnictvi-mesta-dobrise\/d-479530\">Sm\u011brnice \u010d. 2\/2020<\/a>. Nap\u0159\u00edklad Rakousko pou\u017e\u00edv\u00e1 v\u00fdrazy \u201ebydlen\u00ed s omezen\u00fdm ziskem\u201c nebo \u201elidov\u00e9 bydlen\u00ed\u201c, v D\u00e1nsku se setk\u00e1me s pojmy \u201espole\u010dn\u00e9 bydlen\u00ed\u201c nebo \u201eneziskov\u00e9 bydlen\u00ed\u201c, Francie pou\u017e\u00edv\u00e1 v\u00fdraz \u201ebydlen\u00ed za m\u00edrn\u00fd n\u00e1jem\u201c, v N\u011bmecku je to \u201epodpora bydlen\u00ed\u201c, ve \u0160pan\u011blsku \u201echr\u00e1n\u011bn\u00e9 bydlen\u00ed\u201c nebo ve \u0160v\u00e9dsku \u201ebydlen\u00ed formou ve\u0159ejn\u00e9 slu\u017eby\u201c. P\u0159ehled jak to d\u011blaj\u00ed v&nbsp;zahrani\u010d\u00ed je <a href=\"http:\/\/www.socialnibydleni.mpsv.cz\/images\/soubory\/Analyzy\/Prehled_systemu_socialniho_bydleni.pdf\">zde<\/a>.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Kvalita za nerozumnou cenu<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u017dadatel\u00e9 o soci\u00e1ln\u00ed bydlen\u00ed jsou \u010dasto ve slo\u017eit\u00e9 finan\u010dn\u00ed situaci. Nemaj\u00ed dostatek prost\u0159edk\u016f, aby si pronajali bydlen\u00ed za komer\u010dn\u00edch podm\u00ednek. \u0158ada z&nbsp;nich m\u00e1 n\u011bkolik exekuc\u00ed. Proto nejsou schopni platit \u017e\u00e1dn\u00e9 kauce na n\u00e1jemn\u00e9. I podle metodiky Ministerstva pr\u00e1ce a soci\u00e1ln\u00edch v\u011bc\u00ed (<a href=\"http:\/\/socialnibydleni.mpsv.cz\/cs\/faq\/casto-kladene-dotazy-obcan\">zde<\/a>) kauce nen\u00ed doporu\u010dov\u00e1na. Kdy\u017e u\u017e ji n\u011bkde obec chce z\u00edskat, doporu\u010duje se po\u017e\u00e1dat o nen\u00e1rokovou d\u00e1vku mimo\u0159\u00e1dn\u00e9 okam\u017eit\u00e9 pomoci. K&nbsp;\u00fahrad\u011b n\u00e1jemn\u00e9ho lze pou\u017e\u00edt&nbsp;d\u00e1vky st\u00e1tn\u00ed soci\u00e1ln\u00ed podpory (<strong>p\u0159\u00edsp\u011bvek na bydlen\u00ed<\/strong>) \u010di pomoci v&nbsp;hmotn\u00e9 nouzi (<strong>doplatek na bydlen\u00ed<\/strong>),&nbsp;o kter\u00e9 lze po\u017e\u00e1dat na \u00da\u0159adu pr\u00e1ce. Tak\u017ee pokud je \u017eadatel ve slo\u017eit\u00e9 finan\u010dn\u00ed situaci a m\u011bsto m\u00e1 obavu, zda bude n\u00e1jemn\u00e9 platit, m\u016f\u017ee b\u00fdt n\u00e1jemn\u00e9 hrazeno p\u0159\u00edmo. P\u0159\u00edsp\u011bvek na bydlen\u00ed bude p\u0159ev\u00e1d\u011bt \u00da\u0159ad pr\u00e1ce rovnou na \u00fa\u010det m\u011bsta. T\u00edm je riziko neplacen\u00ed o\u0161et\u0159eno. Nebo? \u017dadatel k&nbsp;p\u0159\u00edm\u00e9 platb\u011b mus\u00ed d\u00e1t p\u00edsemn\u00fd souhlas. A ten m\u016f\u017ee kdykoli zru\u0161it.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>O jak\u00fdch \u010d\u00e1stk\u00e1ch je \u0159e\u010d?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">V&nbsp;dom\u011b s&nbsp;pe\u010dovatelskou slu\u017ebou na Dukelsk\u00e9m n\u00e1m\u011bst\u00ed je cena 40K\u010d\/m2, tak\u017ee n\u00e1jem za 1+1 o plo\u0161e 33,81m2 vyjde na 1352 K\u010d m\u011bs\u00ed\u010dn\u011b.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00e1jemn\u00e9 za soci\u00e1ln\u00ed byty je stanoveno <a href=\"https:\/\/www.zakonyprolidi.cz\/cs\/2019-112?text=69\">Na\u0159\u00edzen\u00edm vl\u00e1dy \u010d. 112\/2019<\/a> v \u00a7 20, \u010dl. 3. Tam je uvedena cena 61,10 K\u010d\/m2. Od vyd\u00e1n\u00ed v&nbsp;r. 2019 prob\u011bhly dv\u011b aktualizace, sou\u010dasn\u00e1 cena je <strong>69,63 K\u010d\/m2<\/strong>. Pro nejmen\u0161\u00ed byt v parametrech 1+0 o plo\u0161e 23,3m2 to d\u011bl\u00e1 n\u00e1jem 1622 K\u010d\/m\u011bs\u00edc plus slu\u017eby. V\u011bt\u0161\u00ed byt, nap\u0159. 2+kk na plo\u0161e 53,7m2 m\u00e1 n\u00e1jem 3739 K\u010d m\u011bs\u00ed\u010dn\u011b. N\u00e1jemn\u00e9 bylo pro dostupn\u00e9 byty rozhodnut\u00edm rady m\u011bsta (<a href=\"https:\/\/mestodobris.cz\/assets\/File.ashx?id_org=2796&amp;id_dokumenty=485529\">zde<\/a>) stanoveno na 180 K\u010d\/m2. Limit, kam lze n\u00e1jemn\u00e9 zvy\u0161ovat, stanovuje \u00a7 2249 ob\u010dansk\u00e9ho z\u00e1kon\u00edku (<a href=\"https:\/\/www.zakonyprolidi.cz\/cs\/2012-89?text=%C2%A7%202249\">zde<\/a>). B\u011bhem 3 let lze n\u00e1jem zv\u00fd\u0161it maxim\u00e1ln\u011b o 20 %. V&nbsp;souladu s&nbsp;t\u00edm rada m\u011bsta schv\u00e1lila loni v&nbsp;z\u00e1\u0159\u00ed (<a href=\"https:\/\/mestodobris.cz\/assets\/File.ashx?id_org=2796&amp;id_dokumenty=484348\">zde<\/a>) zv\u00fd\u0161en\u00ed n\u00e1jemn\u00e9ho v&nbsp;m\u011bstsk\u00fdch bytech v budov\u00e1ch \u010dp. 104 (Fri\u010dova), \u010dp. 106&nbsp; (M\u00edrov\u00e9 n\u00e1m\u011bst\u00ed), \u010dp. 66 (28. \u0159\u00edjna), \u010dp. 71 (M\u00edrov\u00e9 n\u00e1m\u011bst\u00ed), \u010dp. 1502 (K Vod\u00e1rn\u011b), \u010dp. 1603 (D\u011blnick\u00e1) o 20 % s&nbsp;platnost\u00ed od 1.1.2022. N\u00e1klady se vy\u0161plhaly na 31,3 milion\u016f K\u010d, kde \u010d\u00e1st 16,9 mil K\u010d byla hrazena z&nbsp;dotace St\u00e1tn\u00edho fondu podpory investic, 4,7 mil K\u010d p\u0159isp\u011bl St\u0159edo\u010desk\u00fd kraj. Z&nbsp;vlastn\u00edho rozpo\u010dtu m\u011bsta \u0161lo 9,6 mil K\u010d.&nbsp; Jeden metr \u010dtvere\u010dn\u00ed tak vy\u0161el na 26&nbsp;597 K\u010d. Teoreticky p\u0159i v\u00fd\u0161i m\u011bs\u00ed\u010dn\u00edho n\u00e1jmu 69,63 K\u010d\/m2 je t\u0159eba 32 let, aby se tato \u010d\u00e1stka zaplatila.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>\u010cern\u00fd sc\u00e9n\u00e1\u0159<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kdy\u017e nabereme n\u00e1jemn\u00edka, kter\u00fd se nechov\u00e1 \u0159\u00e1dn\u011b, tedy neplat\u00ed, po\u0161kozuje majetek, obt\u011b\u017euje sousedy atd., m\u016f\u017eeme n\u00e1jem vypov\u011bd\u011bt. Kdy\u017e neplat\u00ed 3 m\u011bs\u00edce, m\u016f\u017ee dostat v\u00fdpov\u011b\u010f! Pak n\u00e1sleduje v\u00fdpov\u011bdn\u00ed lh\u016fta. P\u0159i z\u00e1va\u017en\u00e9m poru\u0161en\u00ed lze vypov\u011bd\u011bt \u201eokam\u017eit\u011b\u201c bez v\u00fdpov\u011bdn\u00ed doby (\u00a7 2291 ob\u010dansk\u00e9ho z\u00e1kon\u00edku), to znamen\u00e1 mus\u00ed byt odevzdat do 1 m\u011bs\u00edce od ozn\u00e1men\u00ed. Tedy 4 m\u011bs\u00edce od prvn\u00edho nezaplacen\u00ed. A pak? D\u0159\u00edve m\u011blo m\u011bsto povinnost mu poskytnout <strong>p\u0159\u00edst\u0159e\u0161\u00ed<\/strong> do doby, ne\u017e si najde jin\u00e9 bydlen\u00ed a to a\u017e po dobu 6 m\u011bs\u00edc\u016f. S nov\u00fdm ob\u010dansk\u00fdm z\u00e1kon\u00edkem od r. 2014 tato povinnost u\u017e nen\u00ed. Tak\u017ee lze vyst\u011bhovat &#8222;na ulici&#8220;.  Jak vypad\u00e1 takov\u00e9 nouzov\u00e9 p\u0159\u00edst\u0159e\u0161\u00ed v\u00a0Dob\u0159\u00ed\u0161i? V\u00a0dob\u011b covidu byl jeden z\u00a0dob\u0159\u00ed\u0161sk\u00fdch bezdomovc\u016f po dobu, co byl v Covid karant\u00e9n\u011b, ubytov\u00e1n v\u00a0m\u011bstsk\u00e9 gar\u00e1\u017ei, ke kter\u00e9 bylo p\u0159istaveno mobiln\u00ed WC. Bez vody, oken, elekt\u0159iny. Dal\u0161\u00ed podobnou mo\u017enost\u00ed je stan. Kauce nen\u00ed mo\u017en\u00e1. Vyb\u00edran\u00fd n\u00e1jem je n\u00edzk\u00fd. Pro nov\u00e9ho n\u00e1jemn\u00edka je t\u0159eba prov\u00e9st zpravidla n\u00e1kladn\u011bj\u0161\u00ed opravy, vymalovat nesta\u010d\u00ed. M\u011bli jsme u\u017e n\u00e1jemn\u00edky, kte\u0159\u00ed v byt\u011b rozd\u011blali na podlaze ohe\u0148. Nav\u00edc se n\u011bkte\u0159\u00ed k&nbsp;vybaven\u00ed bytu chovaj\u00ed jako v&nbsp;hotelu a po\u017eaduj\u00ed t\u0159eba i v\u00fdm\u011bnu \u017e\u00e1rovky. Omezit tato nebezpe\u010d\u00ed m\u016f\u017ee p\u0159edev\u0161\u00edm uzav\u00edr\u00e1n\u00ed smluv na dobu ur\u010ditou, pr\u016fb\u011b\u017en\u00e1 pr\u00e1ce soci\u00e1ln\u00edho pracovn\u00edka a kontroly p\u0159\u00edmo v&nbsp;byt\u011b.&nbsp;<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Mazl\u00edci a ku\u0159\u00e1ci<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I to, co mohou n\u00e1jemci v&nbsp;m\u011bstsk\u00e9m byt\u011b d\u011blat, je omezeno. V&nbsp;takov\u00e9 sout\u011b\u017ei se rozhoduje ob\u00e1lkovou metodou, tedy kdo nab\u00eddne v\u00edce. Naposledy takto z\u00edskal n\u00e1jemn\u00edk byt letos v dubnu za 250K\u010d\/m2. Za nov\u011b zrekonstruovan\u00fd mal\u00fd byt 1+0 na V\u011btrn\u00edku o plo\u0161e 23m2 bude platit n\u00e1jem 5750 K\u010d m\u011bs\u00ed\u010dn\u011b plus slu\u017eby.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aktu\u00e1ln\u011b jsou v&nbsp;nab\u00eddce 3 dal\u0161\u00ed byty, kter\u00e9 \u010dekaj\u00ed na nov\u00e9 n\u00e1jemce.
