Pracovn\u00edci stavebn\u00edho \u00fa\u0159adu mi trp\u011bliv\u011b vysv\u011btlovali \u00faskal\u00ed stavebn\u00edho \u0159\u00edzen\u00ed, \u00fazemn\u00edho pl\u00e1nu i \u017eivotnosti staveb. Pod dob\u0159\u00ed\u0161sk\u00fd \u00fa\u0159ad spadaj\u00ed nejen stavby ve m\u011bst\u011b, ale tak\u00e9 v\u00a0okoln\u00edch 23 obc\u00edch v\u00a0r\u00e1mci Dob\u0159\u00ed\u0161e jako <em>obce s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed<\/em> (ORP). Z\u00a0okoln\u00edch obc\u00ed existuje stavebn\u00ed \u00fa\u0159ad pouze v\u00a0Nov\u00e9m Kn\u00edn\u011b. Z Kn\u00edna \u0159e\u0161\u00ed Chotilsko, Malou Hra\u0161tici, Novou Ves pod Ple\u0161\u00ed, Mokrovraty, \u010c\u00edm, Nov\u00e9 Dvory a Korkyni. Stavebn\u00edk m\u00e1 pozemek, tedy vlastn\u00ed kus p\u016fdy, na kter\u00e9 podle \u00fazemn\u00edho pl\u00e1nu m\u016f\u017ee \u201en\u011bco\u201c stav\u011bt. Co p\u0159esn\u011b, to ur\u010duje pr\u00e1v\u011b \u00fazemn\u00ed pl\u00e1n. Na stavebn\u00ed \u00fa\u0159ad mus\u00ed podat \u017e\u00e1dost o stavebn\u00ed povolen\u00ed, nebo \u00fazemn\u00ed rozhodnut\u00ed. \u00dazemn\u00ed rozhodnut\u00ed je zpravidla ten prvn\u00ed krok. Nej\u010dast\u011bj\u0161\u00ed varianty:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"A\"><li>\u00dazemn\u00ed rozhodnut\u00ed \u2013 zpravidla um\u00edst\u011bn\u00ed stavby na pozemku<\/li><li>Stavebn\u00ed povolen\u00ed \u2013 zpravidla \u00fapravy existuj\u00edc\u00ed budovy<\/li><li>Spole\u010dn\u00e9 \u00fazemn\u00ed a stavebn\u00ed \u0159\u00edzen\u00ed \u2013 kombinuje oba p\u0159edchoz\u00ed procesy do jednoho \u2013 typicky kdy\u017e chci stav\u011bt nov\u00fd d\u016fm<\/li><li>\u00dazemn\u00ed souhlas a ohl\u00e1\u0161en\u00ed \u2013 kdy\u017e chci nov\u00fd d\u016fm a m\u00e1m souhlasy soused\u016f<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">V\u017edy plat\u00ed, pokud nev\u00edm, co za povolen\u00ed je pot\u0159eba, jdu se zeptat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pot\u0159ebn\u00e9 podklady pro spole\u010dn\u00e9 \u0159\u00ed\u017een\u00ed definuje <a href=\"https:\/\/www.zakonyprolidi.cz\/cs\/2006-183?text=%C2%A7%2094l\">\u00a794l odst. 2 stavebn\u00edho z\u00e1kona<\/a>:<\/p>\n\n\n\n<ul class=\"has-purple-background-color has-background has-small-font-size wp-block-list\"><li>souhlas k um\u00edst\u011bn\u00ed a proveden\u00ed stavebn\u00edho z\u00e1m\u011bru podle \u00a7 184a (Nen\u00ed-li \u017eadatel vlastn\u00edkem pozemku nebo stavby\u2026, dokl\u00e1d\u00e1 souhlas vlastn\u00edka pozemku nebo stavby)<\/li><li>z\u00e1vazn\u00e1 stanoviska, pop\u0159\u00edpad\u011b rozhodnut\u00ed dot\u010den\u00fdch org\u00e1n\u016f podle zvl\u00e1\u0161tn\u00edch pr\u00e1vn\u00edch p\u0159edpis\u016f nebo tohoto z\u00e1kona, a jin\u00e9 doklady vy\u017eadovan\u00e9 zvl\u00e1\u0161tn\u00edmi pr\u00e1vn\u00edmi p\u0159edpisy, nevyd\u00e1v\u00e1-li se koordinovan\u00e9 z\u00e1vazn\u00e9 stanovisko podle \u00a7 4 odst. 7, nebo nepostupuje-li se podle \u00a7 96b odst. 2,<\/li><li>stanoviska vlastn\u00edk\u016f ve\u0159ejn\u00e9 dopravn\u00ed nebo technick\u00e9 infrastruktury k mo\u017enosti a zp\u016fsobu napojen\u00ed nebo k podm\u00ednk\u00e1m dot\u010den\u00fdch ochrann\u00fdch a bezpe\u010dnostn\u00edch p\u00e1sem,<\/li><li>smlouvy s p\u0159\u00edslu\u0161n\u00fdmi vlastn\u00edky ve\u0159ejn\u00e9 dopravn\u00ed nebo technick\u00e9 infrastruktury, vy\u017eaduje-li z\u00e1m\u011br vybudov\u00e1n\u00ed nov\u00e9 nebo \u00fapravu st\u00e1vaj\u00edc\u00ed ve\u0159ejn\u00e9 dopravn\u00ed nebo technick\u00e9 infrastruktury,<\/li><li>dokumentaci pro vyd\u00e1n\u00ed spole\u010dn\u00e9ho povolen\u00ed, kter\u00e1 obsahuje pr\u016fvodn\u00ed zpr\u00e1vu, souhrnnou technickou zpr\u00e1vu, situa\u010dn\u00ed v\u00fdkresy, dokumentaci objekt\u016f a technick\u00fdch a technologick\u00fdch za\u0159\u00edzen\u00ed a dokladovou \u010d\u00e1st,<\/li><li>n\u00e1vrh pl\u00e1nu kontroln\u00edch prohl\u00eddek stavby<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Sou\u010d\u00e1st\u00ed p\u0159edkl\u00e1dan\u00e9 dokumentace je i souhlas dot\u010den\u00fdch vlastn\u00edk\u016f okoln\u00edch nemovitost\u00ed. Nejjednodu\u0161\u0161\u00edm zp\u016fsobem je na pl\u00e1ny budovy doplnit jm\u00e9no souseda, slovo \u201eSouhlas\u00edm\u201c a z\u00edskat jeho podpis. Jen\u017ee tady se to \u010dasto zasekne.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paradoxn\u011b to, co by o kus d\u00e1l nevadilo, za vlastn\u00edm plotem \u010dasto nikdo nechce. Onen univerz\u00e1ln\u00ed syndrom <a href=\"https:\/\/en.wikipedia.org\/wiki\/NIMBY\">NIMBY \u2013 Not In My Back Yard<\/a> postihuje \u010dasto i dob\u0159\u00ed\u0161sk\u00e9 sousedy. Nimbyismus je velmi nep\u0159\u00edjemn\u00fd. <\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"412\" src=\"https:\/\/www.starostistarosty.cz\/wp-content\/uploads\/2022\/05\/NIMBY.jpg\" alt=\"\" class=\"wp-image-152\" srcset=\"https:\/\/www.starostistarosty.cz\/wp-content\/uploads\/2022\/05\/NIMBY.jpg 600w, https:\/\/www.starostistarosty.cz\/wp-content\/uploads\/2022\/05\/NIMBY-300x206.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption>NIMBY<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Soused sice kdysi tak\u00e9 pot\u0159eboval souhlasy soused\u016f, ale odk\u00fdvnout novou stavbu za sv\u00fdm plotem u\u017e nechce. A tak stavebn\u00edk argumentuje, \u010dek\u00e1, p\u0159emlouv\u00e1\u2026 P\u0159itom \u010dasto by sta\u010dilo trochu vst\u0159\u00edcnosti a ochota hledat kompromis z\u00a0obou stran. Dokud je budouc\u00ed d\u016fm jen na pap\u00ed\u0159e, jde se spoustou v\u011bc\u00ed h\u00fdbat. Pokud sousedovi vad\u00ed okno, lze ho posunout o metr do strany, pokud mu vad\u00ed poloha domu, lze ho t\u0159eba nato\u010dit \u010di posunout, pokud se mu nel\u00edb\u00ed om\u00edtka, lze zvolit jinou. Variant, jak spor \u0159e\u0161it, je v\u017edy cel\u00e1 \u0159ada. Ano, kompromis nen\u00ed ide\u00e1ln\u00ed pro \u017e\u00e1dnou ze stran, ale m\u016f\u017ee v\u00e9st k\u00a0\u0159e\u0161en\u00ed p\u0159ijateln\u00e9m pro v\u0161echny \u00fa\u010dastn\u00edky <strong>v\u00a0dohledn\u00e9m \u010dase<\/strong>. Stavebn\u00edk bohu\u017eel tah\u00e1 za krat\u0161\u00ed provaz. Kdy\u017e mu soused souhlas nepodep\u00ed\u0161e, m\u016f\u017ee se stavebn\u00edk stav\u011bt na hlavu, nestav\u00ed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kdy\u017e jde v\u0161e hladce, \u010dek\u00e1 stavebn\u00edk na vyd\u00e1n\u00ed \u00fazemn\u00edho rozhodnut\u00ed 30 dn\u016f (\u00fazemn\u00ed souhlas a ohl\u00e1\u0161en\u00ed), pak dostane ceduli STAVBA POVOLENA a m\u016f\u017ee za\u010d\u00edt. Kdy\u017e jde v\u0161e hladce, sousedi si v&nbsp;pr\u016fb\u011bhu stavby nest\u011b\u017euj\u00ed, nic se nepovede p\u0159ekopnout a stavebn\u00ed firma m\u00e1 dost lid\u00ed i materi\u00e1lu a nejsou \u017e\u00e1dn\u00e9 zm\u011bny stavby p\u0159ed dokon\u010den\u00edm a nedojdou pen\u00edze a neobjev\u00ed se archeologick\u00fd poklad \u010di v&nbsp;map\u011b nezanesen\u00fd kabel a ani nic dal\u0161\u00edho se nepod\u011bl\u00e1, tak dostav\u00ed a prob\u011bhne z\u00e1v\u011bre\u010dn\u00e1 kontroln\u00ed prohl\u00eddka \u2013 plat\u00ed pro rodinn\u00fd d\u016fm. V\u011bt\u0161\u00ed stavby a stavby pro podnik\u00e1n\u00ed se kolauduj\u00ed. P\u0159i z\u00e1v\u011bre\u010dn\u00e9 kontroln\u00ed prohl\u00eddce si stavebn\u00ed \u00fa\u0159ad prohl\u00e9dne, zda stavba vznikla p\u0159esn\u011b podle dokumentace a d\u00e1 raz\u00edtko. \u00dapln\u011b nejrychleji v&nbsp;na\u0161em regionu vznikly domy za 11 a p\u016fl m\u011bs\u00edce. A nejpomaleji? M\u00e1me tu stavby, co dosud nebyly ani zah\u00e1jeny a stavebn\u00edk jen prodlu\u017euje platnost stavebn\u00edho povolen\u00ed. Zah\u00e1jit toti\u017e mus\u00ed do 2 let od vyd\u00e1n\u00ed stavebn\u00edho povolen\u00ed. Nebo zde jsou stavby, kter\u00e9 se sice rozestav\u011bly, ale z&nbsp;nejr\u016fzn\u011bj\u0161\u00edch d\u016fvod\u016f nejsou dokon\u010deny ji\u017e \u0159adu let.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>\u00dazemn\u00ed pl\u00e1nov\u00e1n\u00ed<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Co lze kde stav\u011bt ur\u010duje \u00fazemn\u00ed pl\u00e1n. Ten specifikuje, zda na stavebn\u00edm pozemku m\u016f\u017ee vzniknout d\u016fm, chata \u010di \u0161kola nebo t\u0159eba v\u00fdrobn\u00ed hala. Digit\u00e1ln\u00ed \u00fazemn\u00ed pl\u00e1n Dob\u0159\u00ed\u0161e je <a href=\"https:\/\/gis.mestodobris.cz\/mapa\/uzemni-plan\/?c=-764150%3A-1074109&amp;z=5&amp;lb=blank&amp;ly=hr%2Cad%2Cul%2Cupd_dobris_hl_detail&amp;lbo=1&amp;lyo=\">zde<\/a>. \u00dazemn\u00ed pl\u00e1n tak\u00e9 stanov\u00ed, jak velk\u00e1 plocha pozemku m\u016f\u017ee b\u00fdt zastav\u011bna, jak vysok\u00e1 m\u016f\u017ee b\u00fdt budova \u010di kolik m\u016f\u017ee m\u00edt pater. \u00dazemn\u00ed pl\u00e1n schvaluje zastupitelstvo. Ka\u017ed\u00e1 zm\u011bna mus\u00ed proj\u00edt velmi pomal\u00fdm a velmi podrobn\u00fdm procesem n\u00e1vrh\u016f, p\u0159ipom\u00ednek dot\u010den\u00fdch org\u00e1n\u016f (povod\u00ed Vltavy, hasi\u010di, Ministerstvo obrany, b\u00e1\u0148sk\u00fd \u00fa\u0159ad, hygiena\u2026) i obyvatel, anal\u00fdzou dopad\u016f na \u017eivotn\u00ed prost\u0159ed\u00ed atd.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00dazemn\u00ed pl\u00e1n s\u00eddeln\u00edho \u00fatvaru Dob\u0159\u00ed\u0161-Star\u00e1 Hu\u0165 vznikl v\u00a0r. 1994 a v\u00a0n\u00e1sleduj\u00edc\u00edch letech prob\u011bhlo 17 zm\u011bn. V\u00a0r. 2010 se tento dokument p\u0159eklopil se zm\u011bnou legislativy do sou\u010dasn\u00e9ho \u00fazemn\u00edho pl\u00e1nu Dob\u0159\u00ed\u0161e. N\u00e1sledn\u011b prob\u011bhly 2 zm\u011bny. Aktu\u00e1ln\u011b plat\u00ed v\u00a0Dob\u0159\u00ed\u0161i \u00fazemn\u00ed pl\u00e1n po zm\u011bn\u011b \u010d.2, kterou zastupitelstvo schv\u00e1lilo v\u00a0r. 2017. Od toho roku r\u016fzn\u00ed majitel\u00e9 pozemk\u016f p\u0159ich\u00e1zeli s\u00a0po\u017eadavky na dal\u0161\u00ed zm\u011bny, kter\u00e9 tvo\u0159\u00ed bal\u00edk zm\u011bny \u00fazemn\u00edho pl\u00e1nu \u010d. 3. Celkem se jedn\u00e1 o 17 lokalit. Zastupitelstvo schv\u00e1lilo zad\u00e1n\u00ed v\u00a0lednu 2020. Od t\u00e9 doby prob\u011bhla u\u017e kola vyjad\u0159ov\u00e1n\u00ed dot\u010den\u00fdch org\u00e1n\u016f i sb\u011br p\u0159ipom\u00ednek ob\u010dan\u016f. Ve\u0159ejn\u00e9 projedn\u00e1n\u00ed je pl\u00e1nov\u00e1no na leto\u0161n\u00ed podzim, schv\u00e1len\u00ed snad z\u00a0kraje r. 2023, tedy po t\u0159ech letech od zad\u00e1n\u00ed. Je to dlouho, ale zdaleka to nen\u00ed neobvykl\u00e9. V\u00a0na\u0161em regionu se nejrychleji cel\u00fdm procesem zm\u011bny \u00fazemn\u00edho pl\u00e1nu povedlo proj\u00edt men\u0161\u00edm obc\u00edm, kdy\u017e obsahem zm\u011bny byl jeden pozemek. Pak se cel\u00fd proces p\u0159ipom\u00ednek, vyjad\u0159ov\u00e1n\u00ed a ve\u0159ejn\u00e9ho projedn\u00e1v\u00e1n\u00ed stihl za rok. Naopak zde m\u00e1me n\u011bkolik zm\u011bn, kter\u00e9 trvaj\u00ed 7 i 10 let. T\u00edm, \u017ee zad\u00e1n\u00ed i fin\u00e1ln\u00ed dokument schvaluje v\u017edy zastupitelstvo, a to se m\u011bn\u00ed po volb\u00e1ch ka\u017ed\u00e9 4 roky, je uko\u010d\u00edrov\u00e1n\u00ed <em>rozumn\u00e9ho<\/em> term\u00ednu n\u011bkdy a\u017e nadlidsk\u00fd \u00fakol. Pro \u017eadatele o zm\u011bnu je to st\u0159elba na pohybliv\u00fd c\u00edl, proto\u017ee v\u00fdsledek ani term\u00edn jim nikdo nen\u00ed schopen p\u0159edem sl\u00edbit.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Ochrana pam\u00e1tek<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pod OV\u017dP pat\u0159\u00ed i ochrana pam\u00e1tek. V ORP Dob\u0159\u00ed\u0161 m\u00e1me 64 kulturn\u00edch pam\u00e1tek, z&nbsp;toho 20 je na \u00fazem\u00ed m\u011bsta Dob\u0159\u00ed\u0161. Vedle toho zde jsou 3 \u00fazem\u00ed s&nbsp;plo\u0161nou pam\u00e1tkovou ochranou: m\u011bstsk\u00e1 pam\u00e1tkov\u00e1 z\u00f3na v&nbsp;Nov\u00e9m Kn\u00edn\u011b, ochrann\u00e9 p\u00e1smo z\u00e1mku Dob\u0159\u00ed\u0161 a ochrann\u00e9 p\u00e1smo Pam\u00e1tn\u00edku Karla \u010capka. Znamen\u00e1 to, \u017ee kdy\u017e se n\u011bco m\u00e1 d\u00edt v&nbsp;bl\u00edzkosti pam\u00e1tky, je k&nbsp;tomu t\u0159eba z\u00edskat stanovisko pam\u00e1tk\u00e1\u0159e. Na\u0161e pam\u00e1tk\u00e1\u0159ka a N\u00e1rodn\u00ed pam\u00e1tkov\u00fd \u00fastav se vyjad\u0159ovali t\u0159eba k&nbsp;izolaci zdi radnice, kdy\u017e se kolem n\u00ed pokl\u00e1dal nov\u00fd chodn\u00edk, nebo k&nbsp;barv\u011b fas\u00e1dy ZU\u0160.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">V\u011bt\u0161\u00ed pozornost ve\u0159ejnosti si vyslou\u017eil most p\u0159es Pilsk\u00fd potok, kter\u00fd byl prohl\u00e1\u0161en v r. 2020 za N\u00e1rodn\u00ed kulturn\u00ed pam\u00e1tku mj. na z\u00e1klad\u011b petice Okra\u0161lovac\u00edho spolku a stanoviska zastupitelstva. Dal\u0161\u00ed v\u00edce sledovanou \u201epam\u00e1tkou\u201c je Barto\u0161ova vila \u010d.p. 262, kterou se nakonec nepovedlo vyhl\u00e1sit za pam\u00e1tku a kde majitel ji\u017e z\u00edskal povolen\u00ed k\u00a0demolici. Vyskytuj\u00ed se i p\u0159\u00edpady, kdy majitel postav\u00ed stavbu zcela v\u00a0rozporu se stavebn\u00edm povolen\u00edm nebo dokonce bez stavebn\u00edho povolen\u00ed. Pak za\u010d\u00edn\u00e1 koloto\u010d v\u00fdzev, vysv\u011btlov\u00e1n\u00ed, dokazov\u00e1n\u00ed. M\u016f\u017ee to skon\u010dit dodate\u010dn\u00fdm povolen\u00edm, ale tak\u00e9 p\u0159\u00edkazem k\u00a0odstran\u011bn\u00ed \u010dern\u00e9 stavby. I v\u00a0r\u00e1mci Dob\u0159\u00ed\u0161ska a Novokn\u00ednska n\u011bjak\u00e9 \u010dern\u00e9 stavby m\u00e1me a stavebn\u00ed \u00fa\u0159ad je \u0159e\u0161\u00ed. V\u00a0n\u011bkter\u00fdch p\u0159\u00edpadech se t\u00edm zab\u00fdv\u00e1 u\u017e nad\u0159\u00edzen\u00fd org\u00e1n, Krajsk\u00fd \u00fa\u0159ad St\u0159edo\u010desk\u00e9ho kraje, Odbor \u00fazemn\u00edho pl\u00e1nov\u00e1n\u00ed a stavebn\u00edho \u0159\u00e1du. N\u011bkter\u00e9 stavby jsou p\u0159edm\u011btem dlouh\u00fdch soudn\u00edch spor\u016f. N\u011bkdy bohu\u017eel zv\u00edt\u011bz\u00ed temn\u00e9 s\u00edly: z\u00e1vist, z\u00e1\u0161\u0165 \u010di prost\u00e1 msta. N\u00e1soben\u00e9 je\u0161t\u011b soubojem pr\u00e1vn\u00edk\u016f.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00e1r p\u0159\u00edklad\u016f: patro nav\u00edc nad v\u00fd\u0161kov\u00fd limit \u010di limit po\u010dtu pater, rozp\u0159\u00ed\u010dkovan\u00fd byt na v\u00edce byt\u016f, p\u0159\u00edli\u0161 zastav\u011bn\u00e1 plocha pozemku, stavba um\u00edst\u011bn\u00e1 z&nbsp;\u010d\u00e1sti na ciz\u00edm pozemku bez souhlasu majitele, des\u00edtky let trvaj\u00edc\u00ed odpor proti kanaliza\u010dn\u00ed trubce ulo\u017een\u00e9 v&nbsp;metrov\u00e9 hloubce, skladov\u00e1 hala postaven\u00e1 na poli v&nbsp;rozporu s&nbsp;\u00fazemn\u00edm pl\u00e1nem atd.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u0159itom pr\u00e1vn\u00ed postup odstran\u011bn\u00ed \u010dern\u00e9 stavby je takov\u00fd, \u017ee stavebn\u00ed \u00fa\u0159ad vyd\u00e1 rozhodnut\u00ed a vyzve majitele \u010dern\u00e9 stavby, aby ji odstranil. Pokud se zdr\u00e1h\u00e1, je povinnost\u00ed stavebn\u00edho \u00fa\u0159adu, tedy m\u011bsta Dob\u0159\u00ed\u0161e(!), takovou stavbu odstranit. N\u00e1klady pak m\u016f\u017ee vym\u00e1hat po majiteli soudn\u011b. Proto se do toho obce nehrnou. Proto\u017ee platit z&nbsp;m\u011bstsk\u00e9ho rozpo\u010dtu buldozery na soukrom\u00e9m pozemku s&nbsp;vidinou, \u017ee n\u00e1klady mo\u017en\u00e1 za n\u011bkolik let vysoud\u00ed zp\u011bt, nikoho moc nel\u00e1kaj\u00ed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ony konfliktn\u00ed a l\u00e9ta se t\u00e1hnouc\u00ed spory sice s&nbsp;sebou nesou stohy popsan\u00e9ho pap\u00edru, des\u00edtky hodin pr\u00e1ce \u00fa\u0159edn\u00edk\u016f i \u00fa\u010dastn\u00edk\u016f, rozjit\u0159enou atmosf\u00e9ru na jedn\u00e1n\u00edch, jedovat\u00e9 dopisy atd., na\u0161t\u011bst\u00ed v\u0161ak tvo\u0159\u00ed velmi malou \u010d\u00e1st z&nbsp;celkov\u00e9ho po\u010dtu staveb. Ka\u017ed\u00fd z&nbsp;\u00fa\u0159edn\u00edk\u016f n\u011bjakou takovou zapeklitou stavbu m\u00e1 a um\u00ed historii sporu odrecitovat i o p\u016flnoci. Odhadem 99 % staveb proch\u00e1z\u00ed cel\u00fdm procesem norm\u00e1ln\u011b, t\u0159eba i s&nbsp;odklady a zm\u011bnami, ale v&nbsp;r\u00e1mci b\u011b\u017en\u00fdch proces\u016f a dohod.<\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Stavebn\u00ed super\u00fa\u0159ad je blbost<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sv\u011btov\u00e1 banka srovn\u00e1v\u00e1 zem\u011b v\u00a0r\u00e1mci anal\u00fdzy <em>Doing Business<\/em>. Z\u00a0m\u00e9ho pohledu je to nesmysl. Zat\u00edmco v\u00fdpo\u010det dan\u00ed \u010di d\u00e1vek m\u016f\u017ee pro Dob\u0159\u00ed\u0161\u00e1ka zpracovat klidn\u011b \u00fa\u0159edn\u00edk v\u00a0Ostrav\u011b, stavebn\u00ed \u0159\u00edzen\u00ed tak jednozna\u010dn\u00e9 nen\u00ed. Velkou roli hraje znalost m\u00edstn\u00edch podm\u00ednek. \u00da\u0159edn\u00edk v\u00a0Dob\u0159\u00ed\u0161i zn\u00e1 v\u0161echny souvislosti, zn\u00e1 dan\u00fd pozemek a zpravidla zn\u00e1 i historii staveb na sousedn\u00edch pozemc\u00edch, napojov\u00e1n\u00ed s\u00edt\u00ed atd. S\u00a0navr\u017eenou centralizac\u00ed nesouhlas\u00edm. A v&nbsp;r\u00e1mci \u00fapravy proces\u016f v\u0161e z\u00e1sadn\u011b digitalizovat. Dnes na jeden d\u016fm pot\u0159ebujete minim\u00e1ln\u011b 2 \u0161anony.
