Tolerov\u00e1n\u00ed dopravy, kter\u00e1 na silnice kraje nepat\u0159\u00ed, poru\u0161uje St\u0159.kraj z\u00e1rove\u0148 Z\u00e1kon \u010d. 129\/2000 o kraj\u00edch. Konkr\u00e9tn\u011b \u00a7 1 odst. 4: <\/p>\n\n\n\n<p class=\"has-purple-background-color has-background\"><em>Kraj pe\u010duje o v\u0161estrann\u00fd rozvoj sv\u00e9ho \u00fazem\u00ed a o pot\u0159eby sv\u00fdch ob\u010dan\u016f. <\/em>D\u00e1le \u00a7 17: <em>Majetek kraje mus\u00ed b\u00fdt vyu\u017e\u00edv\u00e1n \u00fa\u010deln\u011b a hospod\u00e1rn\u011b v souladu s jeho z\u00e1jmy&#8230; Kraj je povinen pe\u010dovat o zachov\u00e1n\u00ed a rozvoj sv\u00e9ho majetku.<\/em><\/p>\n\n\n\n<p>D\u016fle\u017eit\u00e9: snaha o z\u00e1kaz tranzitn\u00ed n\u00e1kladn\u00ed dopravy na silnic\u00edch 2. t\u0159\u00edd <strong>se net\u00fdk\u00e1 m\u00edstn\u00ed n\u00e1kladn\u00ed dopravy<\/strong> jako je z\u00e1sobov\u00e1n\u00ed m\u00edstn\u00edch podnik\u016f, obchod\u016f, staveb apod. Tato doprava na tyto silnice pat\u0159\u00ed.<\/p>\n\n\n\n<p>Pozn: Neobjevujeme kolo, podobn\u00fd z\u00e1kaz vyu\u017e\u00edvat pro tranzitn\u00ed n\u00e1kladn\u00ed dopravu m\u00edstn\u00ed silnice plat\u00ed v&nbsp;N\u011bmecku (StVO, BFStrMG) i Rakousku (BStMG, Luftrein-halteverordnung) od r. 2004! Zat\u00edmco v&nbsp;DE o tom rozhoduj\u00ed jednotliv\u00e9 spolkov\u00e9 zem\u011b, v&nbsp;AT plat\u00ed z\u00e1kaz celorepublikov\u011b.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-9-16 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Tranzitn\u00ed n\u00e1kladn\u00ed doprava na silnice 2. t\u0159\u00edd nepat\u0159\u00ed\" width=\"563\" height=\"1000\" src=\"https:\/\/www.youtube.com\/embed\/jO3lEfrB_W8?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"has-large-font-size\"><strong>Ekonomick\u00fd aspekt<\/strong><\/p>\n\n\n\n<p>Kraj ka\u017edoro\u010dn\u011b investuje do budov\u00e1n\u00ed a oprav s\u00edt\u011b silnic druh\u00fdch a t\u0159et\u00edch t\u0159\u00edd miliardy K\u010d. V\u00a0r. 2024 dle \u010dinily n\u00e1klady na Krajskou spr\u00e1vu a \u00fadr\u017ebu silnic (KSUS) 2,830 mld K\u010d, z\u00a0toho opravy 1,528 mld K\u010d. Na r. 2025 schv\u00e1len\u00fd rozpo\u010det definuje p\u0159\u00edsp\u011bvek KSUS ve v\u00fd\u0161i 2,896 mld K\u010d, z\u00a0toho opravy a b\u011b\u017en\u00e1 \u00fadr\u017eba 1,405 mld K\u010d, dal\u0161\u00ed 1 mld opravy \u0161kod po zim\u011b plus dal\u0161\u00edch 150 mil K\u010d na opravy most\u016f. Plus investice do v\u00fdstavby nov\u00fdch \u00fasek\u016f. Zat\u00ed\u017een\u00ed silni\u010dn\u00ed s\u00edt\u011b v\u00a0majetku St\u0159.kraje je dostate\u010dn\u011b velk\u00e9 dopravou obyvatel a m\u00edstn\u00ed n\u00e1kladn\u00ed dopravou v\u010d. dopravy do\/z podnik\u016f, kter\u00e9 v\u00a0kraji p\u016fsob\u00ed. Pou\u0161t\u011bt do t\u00e9to s\u00edt\u011b tranzitn\u00ed kamionovou dopravu, kter\u00e1 tak v\u00fdznamn\u011b p\u0159isp\u00edv\u00e1 ke \u0161kod\u00e1m t\u00e9to silni\u010dn\u00ed s\u00edt\u011b, je ekonomicky zcela neod\u016fvodniteln\u00e9. Nav\u00edc za situace, kdy St\u0159. kraj t\u00edmto umo\u017enuje mezin\u00e1rodn\u00edm dopravc\u016fm vyh\u00fdbat se \u00fasek\u016fm s\u00a0v\u00fdb\u011brem m\u00fdta, a tedy svou liknavost\u00ed sekund\u00e1rn\u011b p\u0159isp\u00edv\u00e1 k\u00a0ni\u017e\u0161\u00edmu v\u00fdb\u011bru opr\u00e1vn\u011bn\u00fdch poplatk\u016f za vyu\u017eit\u00ed silni\u010dn\u00ed s\u00edt\u011b \u010cR. Beneficientem t\u00e9to tolerance tak nen\u00ed ani kraj, ani \u010cR, ale dopravci.<\/p>\n\n\n\n<p class=\"has-large-font-size\"><strong>Petice<\/strong><\/p>\n\n\n\n<p>Jedn\u00edm z\u00a0d\u016fvod\u016f existence kraje je h\u00e1jit z\u00e1jmy jeho obyvatel a p\u0159isp\u00edvat k\u00a0rozvoji \u00fazem\u00ed. Tranzitn\u00ed n\u00e1kladn\u00ed doprava na silnic\u00edch druh\u00fdch a t\u0159et\u00edch t\u0159\u00edd m\u00e1 na obyvatele St\u0159.kraje jednozna\u010dn\u011b negativn\u00ed dopad. (S\u00a0v\u00fdjimkou provozovatel\u016f \u010derpac\u00edch stanici a rychl\u00e9ho ob\u010derstven\u00ed:). Ot\u0159esy, emise, hluk, rizikov\u00e9 dopravn\u00ed situace a nehody. Doposud obyvatel\u00e9 St\u0159.kraje probl\u00e9my s\u00a0t\u00edmto typem dopravy \u0159e\u0161ili na \u00farovni zastupitelstev sv\u00fdch obc\u00ed, kter\u00e9 se n\u00e1sledn\u011b obracely a obracej\u00ed jednotliv\u011b na veden\u00ed St\u0159.kraje. Na za\u010d\u00e1tku r. 2025 podepsalo petici na Dob\u0159\u00ed\u0161sku a Ho\u0159ovicku 1660 obyvatel. P\u0159itom s\u00a0v\u00fdjimkou m\u011bst, kter\u00e1 maj\u00ed v\u00a0bl\u00edzkosti funk\u010dn\u00ed obchvat, jsou negativn\u00edm jev\u016fm vystaveny stovky obc\u00ed a m\u011bst St\u0159.kraje. Na Dob\u0159\u00ed\u0161sku a Ho\u0159ovicku je takto problematick\u00e1 zkratka mezi D4 a D5 po silnici II\/114. <\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"907\" height=\"587\" src=\"https:\/\/www.starostistarosty.cz\/wp-content\/uploads\/2025\/10\/zkratka-1.png\" alt=\"\" class=\"wp-image-457\" srcset=\"https:\/\/www.starostistarosty.cz\/wp-content\/uploads\/2025\/10\/zkratka-1.png 907w, https:\/\/www.starostistarosty.cz\/wp-content\/uploads\/2025\/10\/zkratka-1-300x194.png 300w, https:\/\/www.starostistarosty.cz\/wp-content\/uploads\/2025\/10\/zkratka-1-768x497.png 768w\" sizes=\"auto, (max-width: 907px) 100vw, 907px\" \/><\/figure>\n\n\n\n<p>Podobn\u011b na \u0158\u00ed\u010dansku spojka II\/101 mezi D1 a silnic\u00ed I\/12. V\u00a0Unho\u0161ti je to doprava mezi D5 a D6 po silnici II\/101 atd.. Jak velk\u00fd pod\u00edl zab\u00edr\u00e1 tranzitn\u00ed n\u00e1kladn\u00ed doprava na st\u0159edo\u010desk\u00fdch silnic\u00edch uk\u00e1zal nap\u0159. pr\u016fzkum v\u00a0Dob\u0159\u00ed\u0161i v\u00a0r. 2020, kter\u00fd provedli pracovn\u00edci dopravn\u00ed fakulty \u010cVUT (<a href=\"https:\/\/www.google.com\/url?client=internal-element-cse&amp;cx=000271635991752037396:vciestj-gio&amp;q=https:\/\/www.mestodobris.cz\/assets\/File.ashx%3Fid_org%3D2796%26id_dokumenty%3D486023&amp;sa=U&amp;ved=2ahUKEwjLrMO6t6iQAxUv1gIHHYZyDGQQFnoECAoQAQ&amp;usg=AOvVaw0Q6wpbR72zub_q4TzZGjCm\" target=\"_blank\" rel=\"noopener\" title=\"zde\">zde<\/a>). Na \u010dty\u0159ech sledovan\u00fdch silnic\u00edch 2. t\u0159\u00eddy na vjezdu do Dob\u0159\u00ed\u0161e se pod\u00edl tranzitn\u00ed n\u00e1kladn\u00ed dopravy na celkov\u00e9 n\u00e1kladn\u00ed doprav\u011b v\u00a0dan\u00e9m \u00faseku pod\u00edlel od 36 % do 56 %!<\/p>\n\n\n\n<p>Popt\u00e1vka po nalezen\u00ed \u0159e\u0161en\u00ed mezi obyvateli St\u0159.kraje existuje. V\u00a0n\u011bkter\u00fdch obc\u00edch je to dlouhodob\u011b jeden z\u00a0nejpal\u010div\u011bj\u0161\u00edch probl\u00e9m\u016f. Ot\u00e1zkou je, zda veden\u00ed St\u0159.kraje najde odvahu tuto v\u00fdzvu syst\u00e9mov\u011b \u0159e\u0161it, \u010di zda t\u00e9ma ponech\u00e1 jin\u00fdm. <\/p>\n\n\n\n<p class=\"has-large-font-size\"><strong>Politick\u00fd aspekt<\/strong><\/p>\n\n\n\n<p>Ministr dopravy je v\u017edy pod siln\u00fdm tlakem dopravc\u016f (\u010cESMAD aj.), kte\u0159\u00ed pro svou existenci, a p\u0159enesen\u011b chod evropsk\u00fdch ekonomik, pot\u0159ebuj\u00ed pr\u016fjezdnou s\u00ed\u0165 silnic. P\u0159itom n\u011bkter\u00e9 \u00faseky d\u00e1lnic a silnic 1. t\u0159\u00eddy jsou ji\u017e nyn\u00ed dlouhodob\u011b p\u0159et\u00ed\u017een\u00e9 a dopravci tak hledaj\u00ed alternativn\u00ed cesty, \u010dasto pr\u00e1v\u011b po silnic\u00edch 2.t\u0159. p\u0159es obce St\u0159. kraje. Praha a cel\u00fd St\u0159.kraj tak\u00e9 \u010dek\u00e1 na dokon\u010den\u00ed obchvatu Prahy. Prosazov\u00e1n\u00ed \u00fapln\u00e9ho z\u00e1kazu tranzitn\u00ed n\u00e1kladn\u00ed dopravy na silnic\u00edch druh\u00fdch a t\u0159et\u00edch t\u0159\u00edd St\u0159.kraje tak m\u00e1 potenci\u00e1l v\u00e9st ke\u00a0konfliktu s\u00a0Ministerstvem dopravy. <\/p>\n\n\n\n<p>Z\u00e1rove\u0148 vzhledem k\u00a0mimo\u0159\u00e1dn\u00e9 hustot\u011b os\u00eddlen\u00ed St\u0159.kraje nelze p\u0159\u00edli\u0161 \u010dekat, \u017ee by tuto iniciativu podpo\u0159ily ostatn\u00ed kraje, kter\u00e9 komplikace s\u00a0dopravou v\u00a0takov\u00e9 m\u00ed\u0159e nemaj\u00ed a kde s\u00ed\u0165 d\u00e1lnic a silnic 1.t\u0159. pokryje v\u011bt\u0161inu popt\u00e1vky tranzitn\u00ed n\u00e1kladn\u00ed dopravy. Podobn\u00fd probl\u00e9m tak vn\u00edm\u00e1 pouze hl.m. Praha, ale to m\u00e1 ji\u017e z\u00e1kaz tranzitn\u00ed n\u00e1kladn\u00ed dopravy mimo ur\u010den\u00e9 pr\u016ftahy vy\u0159e\u0161en.<\/p>\n\n\n\n<p class=\"has-large-font-size\"><strong>Medi\u00e1ln\u00ed aspekt<\/strong><\/p>\n\n\n\n<p>Doposud jednotliv\u00e9 iniciativy obc\u00ed sm\u011b\u0159uj\u00edc\u00ed k&nbsp;omezen\u00ed tranzitn\u00ed n\u00e1kladn\u00ed dopravy m\u011bly prom\u011bnlivou \u00fasp\u011b\u0161nost a minim\u00e1ln\u00ed medi\u00e1ln\u00ed ohlas. Probl\u00e9m je obecn\u011bj\u0161\u00ed. S&nbsp;rostouc\u00edm po\u010dtem obyvatel St\u0159.kraje houstne doprava a tento trend se jednozna\u010dn\u011b zhor\u0161uje. P\u0159itom dostavba d\u00e1lni\u010dn\u00ed s\u00edt\u011b a s\u00edt\u011b silnic 1. t\u0159\u00edd nen\u00ed v&nbsp;mnoha oblastech v\u016fbec pl\u00e1nov\u00e1na, a tedy nelze \u010dekat, \u017ee p\u0159isp\u011bje k&nbsp;\u0159e\u0161en\u00ed. Sp\u00ed\u0161e naopak, dostavovan\u00e9 d\u00e1lnice p\u0159ivedou na dan\u00e9 \u00faseky v\u011bt\u0161\u00ed provoz tranzitn\u00ed n\u00e1kladn\u00ed dopravy, kdy \u010d\u00e1st vyu\u017eije dostupn\u00e9 zkratky po silnic\u00edch 2. t\u0159\u00edd. Podobn\u011b nere\u00e1ln\u00e9 je \u010dek\u00e1vat \u0159e\u0161en\u00ed u p\u0159\u00edpadn\u00e9ho zaveden\u00ed satelitn\u00edho m\u00fdta \u010di masivn\u00ed v\u00fdstavby obchvat\u016f obc\u00ed St\u0159.kraje.<\/p>\n\n\n\n<p><strong>Medi\u00e1ln\u00ed ohlasy:<\/strong><\/p>\n\n\n\n<p><a href=\"https:\/\/tn.nova.cz\/zpravodajstvi\/clanek\/622980-kamiony-nici-obce-ve-strednich-cechach-petice-chce-zakazat-jejich-tranzit\">https:\/\/tn.nova.cz\/zpravodajstvi\/clanek\/622980-kamiony-nici-obce-ve-strednich-cechach-petice-chce-zakazat-jejich-tranzit<\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/www.seznamzpravy.cz\/clanek\/domaci-zivot-v-cesku-hluk-a-strach-o-deti-po-uzkych-cestach-dobrisska-jezdi-stovky-kamionu-denne-282886\">https:\/\/www.seznamzpravy.cz\/clanek\/domaci-zivot-v-cesku-hluk-a-strach-o-deti-po-uzkych-cestach-dobrisska-jezdi-stovky-kamionu-denne-282886<\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/nasedobrissko.cz\/obyvatele-dobrise-volaji-po-zklidneni-tranzitni-dopravy-mesto-na-jejich-vyzvy-reaguje-ale\">https:\/\/nasedobrissko.cz\/obyvatele-dobrise-volaji-po-zklidneni-tranzitni-dopravy-mesto-na-jejich-vyzvy-reaguje-ale<\/a><\/p>\n\n\n\n<p>Obyvatel\u00e9 obc\u00ed se mohou c\u00edtit po\u0161kozov\u00e1ni jedn\u00e1n\u00edm St\u0159.kraje, kter\u00fd tranzitn\u00ed n\u00e1kladn\u00ed dopravu na sv\u00fdch silnic\u00edch 2. t\u0159\u00edd toleruje. Mezi mo\u017en\u00e9 n\u00e1tlakov\u00e9 akce tak pat\u0159\u00ed bombardov\u00e1n\u00ed kraje \u017e\u00e1dostmi o informace (Z\u00e1k.106), medializace dopravn\u00edch nehod, protestn\u00ed akce na p\u0159echodech obc\u00ed v\u010d. blok\u00e1d dopravy \u010di pod\u00e1n\u00ed \u017ealoby na veden\u00ed St\u0159.kraje pro poru\u0161ov\u00e1n\u00ed z\u00e1kona o kraj\u00edch ve smyslu v\u011bdom\u00e9 tolerance po\u0161kozov\u00e1n\u00ed silni\u010dn\u00ed s\u00edt\u011b dopravou, kter\u00e1 na n\u011b dle z\u00e1kona nepat\u0159\u00ed.<\/p>\n\n\n\n<p><strong>Kde v\u0161ude jsme neusp\u011bli a jak\u00e1 byla v\u00fdmluva<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>V\u00a0r. 2020 jsem toto t\u00e9ma otev\u0159el s\u00a0hejtmankou Jermanovou (ANO). \u017d\u00e1dn\u00e1 reakce.<\/li>\n\n\n\n<li>V\u00a0r. 2021 jsme toto \u0159e\u0161ili s\u00a0radn\u00edm pro dopravu M.Kupkou. Jeho postoj byl, \u017ee s\u00ed\u0165 silnic St\u0159edo\u010desk\u00e9ho kraje by m\u011bla b\u00fdt otev\u0159en\u00e1 v\u0161em. Omezen\u00ed tranzitn\u00ed TIR v\u00a0jednom \u00faseku by pouze p\u0159evedlo dopravu do jin\u00e9 \u010d\u00edsti, kde by si n\u00e1sledn\u011b ob\u010dan\u00e9 tak\u00e9 za\u010dali st\u011b\u017eovat. Tehdy p. Kupka tvrdil, \u017ee z\u00a0jeho pohledu jedin\u00fdm syst\u00e9mov\u00fdm \u0159e\u0161en\u00edm je zaveden\u00ed satelitn\u00edho m\u00fdta, kter\u00e9 by umo\u017enilo silnice ni\u017e\u0161\u00edch t\u0159\u00edd v\u00edce zpoplatnit, a tak p\u016fsobit na dopravce, aby se t\u011bmto \u00fasek\u016fm vyh\u00fdbali.<\/li>\n\n\n\n<li>V\u00a0r. 2022 prob\u011bhl ve spolupr\u00e1ci s\u00a0dopravn\u00ed fakultou \u010cVUT velk\u00fd monitoring dopravy v\u00a0Dob\u0159\u00ed\u0161i, kdy se sledovaly sm\u011brov\u00e9 pr\u016fjezdy na v\u0161ech k\u0159i\u017eovatk\u00e1ch podle registra\u010dn\u00edch zna\u010dek. V\u00fdstupem je podrobn\u00e1 mapa, kter\u00e1 mj. uk\u00e1zala, \u017ee centrem m\u011bsta proj\u00ed\u017ed\u00ed denn\u011b v\u00a0pr\u016fm\u011bru 300 n\u00e1kladn\u00edch aut. \u010c\u00e1st n\u00e1kladn\u00ed dopravy je m\u00edstn\u00ed, to je v\u00a0po\u0159\u00e1dku. Velk\u00fd pod\u00edl (n\u011bkde a\u017e 56%) v\u0161ak p\u0159edstavuj\u00ed tranzitn\u00ed kamiony na cest\u011b mezi D4 a D5.<\/li>\n\n\n\n<li>V\u00a0r. 2023 jsme jednali s\u00a0radn\u00edm pro dopravu K.Bendlem. Nakonec jsme si najali extern\u00ed firmu, kter\u00e1 podobn\u00fd z\u00e1kaz \u00fasp\u011b\u0161n\u011b administrovala pro \u0158\u00ed\u010dany.<\/li>\n\n\n\n<li>Neusp\u011bli jsme, z\u00e1stupci Policie \u010cR ani KSUS n\u00e1\u0161 n\u00e1vrh na z\u00e1kaz tranzitn\u00ed kamionov\u00e9 dopravy na silnici \u010d. 114 nepodpo\u0159ili s\u00a0odkazem na v\u00fdklad z\u00e1kona, \u017ee silni\u010dn\u00ed s\u00ed\u0165 je pro v\u0161echny. Poda\u0159ilo se n\u00e1m nakonec omezit jen pr\u016fjezd n\u00e1kladn\u00edch aut v\u00a0kr\u00e1tk\u00e9m \u00faseku v\u00a0centru m\u011bsta kolem dob\u0159\u00ed\u0161sk\u00e9ho z\u00e1mku.<\/li>\n\n\n\n<li>V r. 2024 na Celost\u00e1tn\u00ed konferenci SMO vystoupil mistr dopravy M.Kupka. Ve ve\u0159ejn\u00fdch dotazech jsem se ho zeptal, zda m\u00e1me st\u00e1le je\u0161t\u011b \u010dekat na zaveden\u00ed satelitn\u00edho m\u00fdta \u010di zda by p\u0159eci jen nebylo vhodn\u011bj\u0161\u00ed \u0159e\u0161it tranzitn\u00ed dopravu na silnic\u00edch ni\u017e\u0161\u00edch t\u0159\u00edd u\u017e nyn\u00ed. Pan ministr v\u0161ak uvedl, \u017ee podle zahrani\u010dn\u00edch zku\u0161enost\u00ed zaveden\u00ed satelitn\u00edho m\u00fdta nem\u00e1 v\u00fdznamn\u00fd vliv na toky dopravy a v\u00a0tomto nelze \u010dekat \u017e\u00e1dn\u00e9 zlep\u0161en\u00ed na\u0161\u00ed situace. Z\u00e1stupci St\u0159.kraje zopakovali, \u017ee z jejich pohledu z\u00e1kaz TIR na zkratce mezi D4 a D5 nen\u00ed \u0159e\u0161en\u00edm. Z jejich pohledu je \u0159e\u0161en\u00edm jen budov\u00e1n\u00ed obchvat\u016f, p\u0159\u00edpadn\u011b zaveden\u00ed m\u00fdta.
